Whenever he left Tatooine, he was overcome with bouts of extreme homesickness, so he engineered the hoverchair with six fine manipulator arms, two of which held sunlamps to emulate Tatooine's twin suns, while the other four alternately spread sand in the path of travel, while sweeping it up behind. A thoroughly ridiculous form of transportation, it nevertheless suited Utani to a "T". He never went anywhere without at least attempting to bring Grommit along.
